Bea Freeman, in 1969, by all accounts. This gem turned up at my local Value Village and I was audibly pleased.
The wheel's inner dials list line by linish instructions for Raglan Fronts, Backs, and Sleeves. Three yarn weights/gauges are included. When the dial is set to your size (listed on the outer, stationary wheel) slots reveal the number of stitches to plug into the instructions.
Coming out of Bryn Mawr, PA, clever Ms Freeman has provided adjustments for cardigans, round and v neck pullovers. With allusions to further cunning changes, Ms Freeman promises a full 360 possibilities (though this probably covers different sizes which range from 6 mos- Mens' 48 and includes the intriguing group of 'Sub Teen' measurements)
Bryn Mawr is my favorite of the Seven Sisters.
